The Forensic Methodologies Initiative is one of three Strategic Institutional Research Initiatives within the SUAPS Department of Research — the intellectual axis around which the Society's research enterprise now turns. Formally constituted in 2026 under the direction of Peter Sforza, with the Executive Director as intellectual co-lead, the Department provides the governance, coordination, and external legibility that allow each initiative to advance original, methodologically serious work in a field whose standards are still being written.

UAP investigation has never had a forensic discipline of its own

For as long as people have reported unidentified phenomena, the work of investigating those reports has been forensic in character — a matter of eyewitness testimony, trace cases, photographic anomalies, instrument returns, and the patient reconstruction of an event already gone. Yet across the decades of that effort, from the earliest official inquiries through the contemporary civilian organizations that carry most of the investigative burden today, the field has operated without the one thing that gives forensic work its authority: a rigorous, cross-disciplinary methodology, grounded in the established standards of the forensic sciences, for the analysis of physical evidence and post-event data.

The consequence is a body of investigation that accumulates cases without accumulating credibility. Evidence is handled inconsistently, documentation rarely survives scrutiny, witness procedures vary from investigator to investigator, and the analytic discipline that separates a defensible finding from a suggestive one is applied unevenly when it is applied at all. The Forensic Methodologies Initiative was reconstituted to close precisely that gap — to give UAP case investigation a professional spine that both the forensic sciences and the experienced civilian investigative community can recognize as their own.

Its animating purpose is deliberately bounded and, for that reason, achievable: to build a professional-grade framework for UAP case investigation by integrating forensic and investigative best practices with the operational realities of how civilian investigations are actually conducted, raising the standard of how cases are documented, triaged, and analyzed, beginning with a replicable regional pilot rather than an abstraction that no organization could adopt.

Within the Department of Research portfolio, this is the initiative that takes up the chain-of-evidence problem: how a transient, contested, often poorly documented event becomes a record that can be examined, compared, and trusted. It is the most concrete and immediately tractable of the three Strategic Institutional Research Initiatives, and the one whose outputs are designed to be adopted in the field.

A Department of Research, and a portfolio with a point of view

In 2026 the Society formally constituted a Department of Research, with Peter Sforza as Director and the Executive Director as intellectual co-lead. The model is drawn deliberately from the program-officer architecture of research institutes and funding bodies: the Director shapes and coordinates the portfolio, holds the timelines, milestones, and reporting, and ensures the whole serves a coherent intellectual vision, while the substantive scientific leadership of each initiative remains with its principal investigators. The Department carries a function that research offices at established societies do not, because the field it serves does not yet possess settled methodological norms — which means the initiatives are not only advancing UAP Studies but partially defining what rigorous work in the field will come to mean.

Why a portfolio, and not a single program. The three initiatives address the same field from three irreducibly different angles — the phenomenological, the forensic, and the instrumental — and the Department exists so that they reinforce rather than duplicate one another, sharing methods, standards, and a common commitment to rigor while each pursues the problem it is best suited to solve.

A critical review before a new framework

The initiative begins where any serious methodological project must: with a systematic, critical review of what has already been attempted. Before constructing anything new, it inventories and evaluates the prior forensic approaches found across the UAP literature, asking of each what investigative logic it embodied, what it captured, and where it failed — and it draws on adjacent physical-event literatures where conventional forensic and analytic methods have been applied to transient, witness-dependent phenomena. Only against that critical baseline does a new framework, grounded in the established standards of the forensic sciences, become defensible rather than merely novel.

The landmark official inquiry, examined here not for its conclusions but for the forensic logic it employed — what it treated as evidence, how it reasoned from trace to inference, and the methodological assumptions that shaped its findings.

BAAS / Bigelow Field Studies

Privately funded field-investigation programs that developed their own protocols for site work, sample handling, and witness documentation — a key reference point for what disciplined field practice has, and has not, looked like.

A documented impact event whose investigation offers a comparative model for how a transient physical occurrence is reconstructed from ground traces, residue, and contemporaneous testimony.

The Chelyabinsk Bolide

A well-instrumented, mass-witnessed event in which testimony — including reported injuries and sensory detail — was used alongside physical data to reconstruct trajectory: a paradigm case for fusing witness accounts with forensic analysis.

Comparative Physical Events

A wider survey of analogous, well-studied transient events in the scientific literature, mined for transferable methodology rather than for resemblance — the analytic pipelines that disciplined investigation already knows how to run.

The boundary is the credibility

The single most important methodological decision this initiative makes is what it refuses to do. A forensic framework earns recognition from professional and civilian investigative communities alike only by holding a disciplined line between investigative methodology and the deeper questions of nature and origin — questions that are real, but separate, and whose premature intrusion would compromise the standing of everything else. The boundary below is not a limitation imposed on the work; it is the structure that makes the work trustworthy.

  • Evidence & documentation — handling norms, chain-of-custody thinking adapted for UAP contexts, standardized reporting, and record integrity.
  • Investigative workflows — case triage and intake, witness-interview protocols and bias reduction, hypothesis handling, and escalation pathways.
  • Professional norms & governance — training and competency standards, ethics frameworks, and a taxonomy of hypotheses by the analytic pipeline each requires.
Out of Scope
  • "Origin" claims as a primary output — conclusions about the nature, origin, or meaning of UAP belong to a different inquiry, and conflating them with methodology would undermine credibility on both sides.
  • Adjudicating individual cases — the working group will not pronounce specific cases "solved" or "validated"; cases serve only as illustrations of how the framework applies.

Why the work begins in Brazil

A methodology that cannot be adopted is only an essay. The initiative therefore anchors its first concrete application in a real regional context, chosen because Brazil's investigative community possesses a distinctive, quasi-professional recognition context that is more structured and institutionally engaged than in most countries — which makes it an unusually credible testbed for the professionalization pathways the framework proposes.

The choice is also strategic. The pilot aligns with the Society's broader engagement across Latin America and provides a natural anchor for regional expansion, with European outreach connections extending its relevance further still. Above all, it is designed from the outset to replicate: every element — the training design, the governance model, the ethics framework — is built for portability, so that other regions can mirror the pathway with meaningful efficiency rather than rebuilding from nothing.

A disciplined early-stage timeline

The initiative is running to a defined early-stage plan of roughly sixteen weeks, organized into six sequential phases that carry the work from finalizing the request campaign through to a first evidence-based draft report. The phasing is deliberately precise, because a phased structure is what allows an ambitious international effort to be executed on a realistic schedule and to remain legible to the participants, partners, and supporters whose engagement it depends upon.

The draft report produced at the close of the sequence is framed as an evidence-based foundation rather than a final consensus framework: its purpose is to identify existing practices, common methodological features, and the major gaps that future professional and cross-sector working groups will be convened to address.
